tolerance key PP

Hi all

We have maintain tolerance key for our company

Upper limit is value is 100 rs and percentage is 10% and even lower limit value is same maintained

But when we are testing

Eg GR value is 190 and invoice value is 200 then system should allow right but in our case system allowing us only for 2.29  inr above that system is not allowing to post please explain us how system is calculating we are in confuse situation
